WIOA Notice of Proposed Rulemaking Released

The long awaited guidance to support the implementation of the Workforce Innovation and Opportunity Act (WIOA) has been published by the Departments of Labor and Education. WIOA will have lasting effects to the entire workforce system, not just the WIOA funded programs, so this period is critical to fine tuning the law to ensure to promotes not inhibits our work.

The Notices of Proposed Rulemaking (NPRM) are divided into five sections, and you can download each (heads-up they are over 1,000 pages!) below:

• Unified and combined state plans, performance accountability, and the one-stop system (Department of Labor/Department of Education [ED])

• DOL-administered activities (Department of Labor)

• Title II Adult Education and Family Literacy Activities (Department of Education)

• Miscellaneous program changes (Department of Education)

• State Vocational Rehabilitation Services program, state-supported Employment Service programs, and limitations on the use of subminimum wage (Department of Education)

If you, or your organization feels strongly (either positively or negatively) you will have 60 days to submit comments starting on April 16th. You may submit at: NYATEP will also submit comments by the deadline, so you may also forward your suggestions to Melinda at mmack@nyatep.org .

WIOA Work Group Meeting:

As we did with the initial law, we will be hosting a WIOA Work Group via webinar on April 24th from 12:00PM – 1:30PM. This Work Group will be combing through the NPRM together to surface implementation issues and challenges.
